Base accuracy from cloak of vengeance not appearing in drop down

While this Basic form of Cloak of Vengeance is active, the Holy Champion will deal +1 damage and have +5% accuracy with innate and spell attacks.

That's what the wiki says, but the combat drop down still says I have base accuracy.

update: spells get the bonus 5% but not innate swords

I checked my Ball of Fire and it also only has 25% accuracy. So innate throwing weapons also aren't getting the accuracy.
