Eldritch mixing with arcane does not apply arcane capstone

This is on Axura who most definitely has fire capstone: clash.php?op=character&id=13186

Experiments in chronological order. (Unrelatedly the target had 0 soak but was reporting random values instead. The actual damage numbers are correct though).
T3 autohit mix arcane (did not apply arcane capstone)
You attack Wren Andora with your Flame Bolt spell and hit for 9 points of fire damage. Her armor soaked 1 points of damage. 10 points of soak was due to fortifications here.
