Petition to add 5% MP cost reduction on top of either A:Arcane affinity, B:Arcane Efficiency council policy for archmages or C: holding a council seat that already grants 5% cost reduction.
Reasoning: If one person has all three of those then, 5% from council seat, 25% from arcane affinity and 15% from arcane efficiency adds up to 45%. This, on top of being just an unsatisfying number to look at, just stops short of reducing a 2 mp cost action to 1 mp cost which would be so cool if it were 50% instead.
I don't think it'd be that op to add 5% more reduction to either of the 3 sources, and since it's gonna need some significant workaround to achieve all 3 at the same time I feel like this change feels justified without creating much problem.
