Currently, Vengeance Cloaks give you a sword and a thrown weapon innate.
I believe they should only give you weapons based on your weapon skills, so people without Thrown Weapons won't get the Ball of Fire innate, and vice versa. Additionally, the cloaks should work with every weapon tree.
As so:
Melee Combat/No valid tree - Unlocks Fire Blade (Works as is)
Thrown Weapons - Unlocks Ball of Fire (Works as is)
Archery - Unlocks Fiery Crossbow (Loaded with Quivers, slightly higher damage than Ball of Fire)
Firearms - Unlocks Heat Cannon (Costs 1 MP per shot, higher attack damage)
Hand to Hand combat - Not sure if this should be tracked, as this style is covered by Aspect of the Lion.
Skill: Cloaks of Elemental Vengeance should be based on weapon trees

Yep, pretty much. There's just no reason to kneecap this class's viable weapon trees like this.
