3 per minute is just so high if you can't get a lot of actions done quickly. It's fine when I'm using PC, I can use the hotkeys and click pretty quickly, but it's pretty punishing when I'm using mobile, where I need to resize the screen after each attack (not to mention picking my dodgy weapon back up).
1/minute would be a bit saner? Other options would be fine, too. The effect probably isn't strong enough for 1MP/action, though it would be somewhat in line other similar skills, like NC dragon and grim mien.

How about 3 MP per AP tick? I don't think this should have a sustained MP cost at all, it should only be there to prevent you from having it on 24/7.
