Pets: Stygian feral pets in Overlord claimed neighborhoods

When a Dark Oppressor claims a domain outside of Stygia, Imps and Hellhounds begin to spawn and wander those domains. I'm not certain about the amount of boosts the Infernal Hatchery gives, so perhaps that wouldn't apply.

Cordillera is still the land where new players spawn, and throwing a 40 hellhound pack at them seems like an awful idea.
Wouldn't be against swarming Cordi with imps, though.
