Skills: Hell Reactor (Fallen)

Child skill of Infernal Jets.
Can be toggled on or off freely.
When toggled on, if the character would spend 1 AP to move, they instead spend 3 HP.
I think this would solve Fallen's movement problem in a way that feels powerful and unique without being too broken and while retaining synergy with the rest of the class. Some unordered bullet points:
- with Fractured Vessel, Fallen doesn't regenerate MP when they're missing HP, so spending HP interacts with MP economy, and you certainly need lots of MP for respawns!
- since HP is only spent if you would spend AP, the "interesting" routing of Infernal Jets is still present - you must still think about your movement to avoid spending all of your HP very quickly
- spending HP to move matches existing class flavor from skills like Bond of the Mechanical: if I can refuel a chainsaw with blood, why not jet engines?
- Infernal Gluttony becomes a lot more interesting, as the increased HP regen is now relevant
- all of that Blood Ice dropped by Desecration is suddenly actually useful instead of mostly wasted inventory space
