Agreed. This feels kinda off to have 5 CP leftover with nothing to spend it on

Just to bump this a bit, spellcasters have the options of 15 cp glyphs meaning you wouldn't have any leftover, but most other classes don't have an option like that.

Just as a developer aside here, changing the value of the badge would be easy - I built the framework for non-1-CP badge values back in B4 (to make Nor Earth Nor Boundless Sea CP-less). It's updating the CP values of people who already got the badges that would be hard.
