Elysium and Stygia:
Currently infusing Elysium/Stygia to their opposites is a useless task, because the optimal solution for it is to ignore the infusers.
Look at the mechanics. Lets just talk about Stygia, since the mechanic is mirrored for Elysium.
A tile infused to less than 100 Evil in Stygia will slowly recharge back to 100 Evil, at a rate of 5 Infusion per day. This means it would take 120 days after infusing a tile in Stygia to 500 Good for it to return to 100 Evil.
But infusion isn't locked up to just 1 tile, so you're probably getting hit by more than 5 points of infusion a day.
For example, the Nexal Crusaders in Stygia have taken over 17 tiles in Stygia. 17 x 5 is 85 infusion, per day, rising upwards with no input or effort from any existing player. Its granted to them for free.
What this means for Evil players is that if you're early in the breath, you can ignore the infusion occouring in Stygia because it'll eventually revert back to normal. Optimally you'd use this to your advantage: While the Good players are fighting passive infusion (Something which nobody needs to spend AP to cause), you could be fighting to infuse Cordillera or Centrum which has no passive infusion.
By the way, Purgatorio.
I know Purgatorio doesn't self infuse for lore reasons but that's legitimately such a raw deal for Neutrals. They're already disadvantaged since they didn't have anything to compensate for their smaller class selection, now they have no protected areas.
BUT ANYWAYS THIS IS SUGGESTIONS
My proposed solution is:
Once a tile in Elysium/Stygia hits 250+ infusion in the opposite side, it stops infusing itself.
This means that a tile that the opposing side put effort on will then need effort from its own side to start re-infusing itself.

What I expected the suggestion to be was "passive infusion is aligned to the neighborhood, so if Evil claims a neightborhood in Elysium, all of the tiles in that neighborhood passively drift up to 100 Evil". That is more focused on long-term invasions such as TNC's, yours is more focused on individual tiles. I like yours better though. Would go well alongside a tile flip mechanic if that were ever implemented across the board (aka turn Damned Libraries into Vaults of Enlightenment given enough infusion).

Removing the automatic outer-plane infusion from neighborhoods that have been wrested away sounds interesting.

Will the auto infusion come back if the suburb is retaken or is it like the Overlord situation in that "haha you lost it forever, chump"

That's not the same as "the neighborhood can't be overlorded anymore", it's "the neighborhood is as overlordable as Cordillera neighborhoods" after a major ingame event that's really hard to do.
Last I checked 8 out of 13 Cordillera neighborhoods were held by Overlords, so "as overlordable as Cordillera neighborhoods" clearly isn't stopping anyone from being Overlord of a territory they have a reasonable push into.
Also, the numbers are wrong there - you don't need to flip 100% in a resiliency-2 neighborhood. You need to flip it to 60% of a non-Evil side. Put another way: In Cordillera neighborhoods (resiliency 1) the forces of Good or Unaligned just have to turn the neighborhood not-evil (less than 60% evil) to make it un overlordable. In native- Stygia neighborhoods (resiliency 2) the forces of Good or Unaligned have to claim the neighborhood themselves (60% or more Good, or 60% or more Unaligned) to make the neighborhood un overlordable.
Put yet another way: In Cordillera neighborhoods only "evil" neighborhoods are overlordable. In native- Stygia neighborhoods both "evil" and "contested" neighborhoods are overlordable.
