There's a kernel of an idea here, let me see if I can develop it out further:
- Overlords can spend a point of Dark Power to grant a tile in their domain to a Vassal in Fiefdom.
- The number of Fiefdom tiles that can be granted to a given Vassal is limited (possibly just one).
- Any given tile may be assigned as the Fiefdom of one Vassal only. Demons can trade and lend, but they don't share.
- Vassals get full Lord Over Domain bonuses on their Fiefdom as the Overlord is lending a fraction of their power. Dark Oppressor Vassals get (partial?) Legion Master bonuses on their Fiefdom.
- Attacking the Overlord forfeits Fiefdom as the demon prince yanks back the power they granted.
- Overlords get Thorough Desecration for kills and Desecrations performed on tiles granted in Fiefdom, calling on the power of their subordinates to enhance their sacrifices.
- If an Overlord loses their position by any means (spending too much time outside their domain, ceasing to be Evil, idling, getting overthrown) all Fiefdoms associated with that Overlord end. Vassals who lost their Fiefdoms get a notification of what happened - your liege is no longer in power over a region of Stygia and can no longer hand out lands.
It is true that this is a very niche mechanic since only six characters get to be Overlords - at least, until I get to code the ability be an Overlord of a Valhalla neighborhood if it's overwhelmingly infused to Evil, and even that might not raise the cap by much. However, up to 90 characters can be Vassals to an Overlord, which is a pretty substantial proportion of Team Evil.
