Combat: SMG AoE as "Heavy" Weapon

Make the Sub-Machine Gun's AoE accuracy suffer from the Heavy Weapon penalty, as firing wildly in a general direction logically reduces the chances of hitting targets, while Strength training could help mitigate recoil for more accurate bursts.

I buffed firearms AoE to not hit friendlies because firing wildly is not what you would be doing if you were a trained shooter, so losing accuracy from not having firearms skills already replicates this
