Gameplay: Make hospitals alchemy-enabled

Pharmacies allow alchemy, and all hospitals have in-house pharmacies.

Not sure if there was a balance reason behind the disparity, but from a logic standpoint they both would have the same equipment access.

I've reviewed the maps and don't see the harm here, especially given fonts now also increase the amount of alchemy enabling locations anyway. Also, this is not a bad idea given some current talks going on in dev that I won't elaborate on.

I have flipped alchemy on for hospitals. Breweries were already enabled for alchemy.
