Have painkillers stack duration. Painkillers aren't exactly extremely powerful as it goes, and only are only marginally useful in active combat situations, so their main "use" is actually for badge grinds. And in that spirit, each dose gets "wasted" because duration doesn't stack. I don't really think it'll be abusable if durations do stack, given that it's six minute intervals, but it does at least provide a small benefit for people on the grind so they can get +1 soak* for a couple hours instead of 6 minutes.

*(I think it should be 5% resistance but that's another topic altogether)

I would be ok with this, they always felt pretty useless and even at their best it's just 1 soak, hardly worth the effort for super high uptime.
