[Pets] Let flying characters hit flying pets

Wasps can hit me if I fly, but I cannot hit them back unless I land. Mark them (and other flying pets) as flying so that we can have aerial battles.

"This pet can attack flying" is thematically a mix of "This pet is flying (wasps)" and "This pet has some anti-air capacity (Imps)". A blanket enabling of this suggestion on its face would hit both, which doesn't feel right.

We have a pre-existing whitelist with just the Void Leviathan on it (to allow Leviathan hunts by close-quarters characters) and it's pretty easy to add to that list. For the next patch, the following pets that are themselves implied to be airborne will be targetable:
Cirri
Sylph
Hurricane
Phoenix
Hydrodragon
Bat Swarm (and variants)
Will-O-Wisp
Origami Dragon
Swarm of Locusts
Stygian Murder Wasps
