UI: Hovering Over Character Names Show Factional Status

I.e. Allied, Factionmate, Hostile. I know it's color-coded but having a reminder for what those colors mean is helpful. And also helps new players as well. Also, could have sworn this was already the case before the UI update.

This has been implemented and is awaiting deployment.
