My impression is that renown gains aren't working as described in the Fellis tract. I think most aspects of the changes aren't working, here's an example:

I think we started the raid somewhere around 512 renown, and ended on 577.

We killed about 26 people - should be 26*6=156 renown

About 50 pets - should be ~100 renown

The flag specifically indicated that it gave 46 points of renown (should be (21 + (21-18-1)) * 12 = 23 * 12 = 276, instead gives 23 * 2 = 46

My impression is that all the renown gains are in accordance with the old system, not just the flag gains.

The rough number for what we seem to have actually gained was 65, which is somewhere about the flag renown +1 per kill ish.

Any input on this and if its going to be changed or stay like this?

We've been gathering some data over past month:

Lv9 Captures Lv9 = 108 renown. Math =(9-0)12 = 108 -> Correct
Lv9 Captures Lv10 = 36 renown. Math =(10-0)12 = 120 -> Instead got 36
Lv9 Captures Lv12 = 40 renown. Math =(12+2)12 = 168 ->Instead got 40
Lv9 Captures Lv12 = 120 renown. Math =(12+2)12 = 168 -> Instead got 120

Is the wiki incorrect on the math?

One possible reason for this is the faction not having any renown to capture. Threads in closed bugs tend to die, might be worth making a fresh one in bug reports.
