Hands of the Healer Not Functioning

As per the title, I've blessed a couple of characters with less than full health on AVAL (clash.php?op=character&id=6828) and the recipients' health remains unchanged. I'm wondering if it has something to do with the interaction with Absolve Suffering as both characters did not have any negative status effects to remove.
