Unable to summon Plague rats from infested corpses

Infesting corpses with rats works fine, but attempting to spend 10 mp to summon them does nothing.
I noticed it stopped working and started appearing like that a few days ago, after I placed some rats in corpses but didn't summon any for a day or so, when they might've gotten culled/used up by a lich.
