void walkers can't breath water

Tried out the new water breathing potion status on my void walker, every step just cost the normal price of 1/2 ap (ether stepping).
I assume this is an oversight? Like that under-the-hood vws are "always considered flying" or something? #givevwfreewatermovementtoo
