Holy Champion - Cloaks not removed on MO reaching Neutral

Active HC Cloaks are not removed when the HC drops to less than 20 MO. This happened tonight as a side effect of an encounter with a Fallen dishing out some Doubt, and I was still able to use my active Cloak of Vengeance to claw my MO back above 20.
