Frozen object mechanics

I tried to repair an Ice Sword (average) with master smithing and was told it wasn't the right skill for the item. What is the right skill? I don't understand the mechanics of most of the frozen objects and I'm kind of at a loss.

Frozen objects show up in the list for things to be repaired, but they're an event type weapon that can't be repaired in any way.
Don't like someone but can't be bothered to do the dirty work yourself? Hire RED!
Want something but can't be bothered making it yourself? Buy from PIMCO!

How about if you have smithing + some kind of cold spells? Or would that be OP?
