Tattoo of Dragon's Strength skills - permanent or activated

Tattoo of Dragon's strength has four effects and the documentation leaves some questions as to which are supposed to be permanent vs. activated with the Dragon's Sight status.
- +20# Inventory (currently permanent)
- +5% heavy wep penalty reduction (Unknown)
- +5% acc with certain damage types (unknown)
- +5 HP to Fort/Barricade builds (unknown)
Can we get some clarification on when these are supposed to apply so the wiki can get fleshed out? I know its adding the inventory space permanently as of now, because my character can hold 90# now. Activating the skill Dragon's sight adds 10% acc to a heavy weapon that does impact damage, but that should be 15% if both effects are activated (5% from base Dragon's Sight). I can't remember what the unactivated accuracy was before purchasing the skill, and I would other weapon options to see if it's the typed damage bonus or heavy weps penalty that is permanent vs activated. I haven't been able to test fort/cade building without structural engi.

The heavy weapons bonus and fort/barricade bonus are both permanent elements of the skill that do not require activation.
The regular combat accuracy bonus requires the Dragons Sight status to be active.

I think it's worth specifically outlining on all skill pages when a skill has a permanent benefit. Holy Champion's Cloak skills are another good example of this. The wiki should be specific and minimise readers having to make assumptions wherever possible.
It may seem precious but the sheer amount of reading someone new has to do get into the game is huge, so establishing a wiki policy where "each skill page anticipates and answers as many questions as a player might have" is important for accessibility. Some skills raise so many questions re: interactions that they need their own FAQ section. @_@

Also, it'd be great if the "Purchase Skill" page gave authoritative information about what skill do, rather than linking you to a wiki where info is provided as tested and to the best of the editors knowledge (which may be just wrong, or due to a bug).

If devs could authoritativelly fill out info about every skill then we wouldn't need the wiki to be editable in the first place.

You misunderstand.
The wiki is editable because devs can't actually keep full track of every skill change and edit. If they could, they would have done your suggestion already.

The task of keeping the wiki correct and up to date is huge, I agree the devs can't be expected to juggle both the wiki and the game itself so players should add and amend where they can.
That said, it's difficult for players to be 100% sure they're correct in order to safely update the wiki, particularly for the more crunchy and obscure mechanics. There's a lot of stuff we can't see and adding incorrect information would only add to the frustration.
