Feet of the Wind + Athletecism Only Reduces Mountain Movement to 1 AP

As seen on Abi, moving over mountain tiles costs 1 AP per movement, rather than the half AP that other Flying effects reportedly have with Athleticism.

nothing reduces mountains to 0.5 ap, flying also doesn't ever stack with athleticism

but nothing stacks with athleticism, which is possibly the actual bug in that terrestrial movement probably? should

though on that note i don't think feet of the wind is terrestrial movement (ignores most terrain hazards/penalties)
