Electrified Blade's activated supplemental damage applies to Holy Avenger as well, if the Seraph has it.

T3 as a whole needs a balance pass so this will be addressed one way or another. However there are other T3 classes that have a strictly better skill similar to the T2 counterpart (Revenant, Infernal Behemoth to name two) so not sure which way it'll go.
