Would suggest having spell-scaling abilities such as Acid Spittle or Dread Gaze apply their Capstone effects, if unlocked?
They're pretty cool effects, and might help shape cooler builds.
(May require slight rebalancing though, which doesn't seem a major problem)

acid spittle does hit ungodly hard now that it's 12 but also with spell affinity and it even lost its mp cost
might be a bit crazy if 21 vs acid soakless pet (most)/player at base
but eye i know would be crazy 'cause it's already nuke-y and probably would just be +damage (or fire x2 if that works)

Their base damages could be reduced by 1~2, or their use costs increased. It'd make them worse at early levels but would also play better into their scaling fantasy.

Innates need a balance pass like most of T3. I am fond of adding capstone spell effects to things though because they are neat effects, so probably will see something like this
