Did you put the spell into your wings before or after the patch? Just a thought, maybe it's state related for the wings.
It's odd, when I tested on dev when making the initial change it didn't require a new recharge to work. When I tested on dev after the bug report got made I tried with both the old charge (which worked) and a new charge (which also worked)
