UI: Improve "Not enough CP spent" message

Not enough CP spent (to purchase skills of T2/T3) message isn't detailed enough.
It doesn't give any insight on why enough CP has to be spent, and how much CP is enough
Suggested fix would be to make the message as follows.

You have not spent enough CP to purchase T(2/3) skills. You need to have spent (70/250) CP total.

Could also use noting how much T1/2/3 CP has been spent on the character/skills pages or on the message, that would be useful info.
