Bullhorn Blast

Allow players to spend 5 bullhorn charges + 5 AP to perform a bullhorn blast, delivering their awesome message in nothing but ALL-CAPS to a fairly wide radius.

Someone used a bullhorn to say: "I STRONGLY SUPPORT THIS SUGGESTION.". The sound seems to be coming from inside the building.
"They could do nothing individually. So they went mad, en masse."

Someone used a bullhorn to say: "FEATURE HAS BEEN IMPLEMENTED AND IS PENDING DEPLOYMENT; IT'S COST IS 1 AP + 10 BULLHORN CHARGES". It sounded somewhat distant, it must have come from a neighboring location.
