Gameplay: Mortals Can See Hidden Tier 2/3 Characters

Suggestion: What it says on the tin- Mortals now no longer need to search to find hidden T2/T3 characters (hiding mortals will still be hidden from other mortals). Makes the early game easier for newcomers, and gives them more opportunities to interact with other players. Only applies to Mortals below level 10, not perma-mortals.

Had this idea after looking at my character screen and seeing all my characters with the "Hidden" symbol next to their name, and made me realize how empty the world might seem at first glance if you didn't know where to look.
