Gameplay: One Alt Server Manifesto

I like this idea a lot. Sending one of your alts to the thunderdome to fight for the amusement of the elder powers sounds interesting, and also sounds like a good way to deal with the alt glut on the main server a bit.

At this point there's enough code and map content in the production pipe to make (a version of) this idea actually happen in the near future that I'm going to give this a tow to Promoted.
