Using Items at Max Encumbrance

One of my characters was over max encumbrance (82 out of 80), and drank a potion of Electricity Affinity (Ganon) The potion was properly consumed, I got the effect, but I also got the message that I was "You are overloaded and cannot take any other actions until you drop items!"

Drinking a Potion of Planar Protection worked properly, but I got the message of "You are encumbered and cannot take actions until you reduce your load!".

The message should stay up until you drop down below max encumbrance, unless the message specifically says "You cannot do [that] while over encumbered!" It should be working as intended.
