This would combine both curses so they are inflicted at the same time, with a slight nerf to Curse of Blood to keep it balanced. The upgraded curse would still use only 1ap and 5mp to cast.
It would look like this:
- Agony Curse (30cp): same as it is now
-- Curse of Blood (60cp): only prevents healing, the soak reduction is gone

It's not just easier to use, you also save 1ap, 5mp and 1 tick of tiger claw by not having to cast it twice. Say you curse 5 people in a raid, that's already 5ap, 25mp and 5 ticks of tiger claw saved.
(status ticks aren't that important, I'm just trying to show all the positives of this however small)
I think 60cp is a fair price, but 30cp could work too.
I don't wanna risk making this too powerful because similar suggestions have been dumped before for being unbalanced.
