Is it possible to 'refuse' to do any of these things, essentially staying stuck at T1?

You must choose to do those things so it is possible to become a level 30 mortal. You wouldn't be the first!

Yup, you need to visit skill purchase page and manually "buy" a T2 class to become one, you can easily ignore that option and remain Mortal forever.
My characters (sorted by IDs): Badziew, Tiger Fist, Pilgrim, Sentient Spellbook, a trojan cat.
