For example when a HC raises/flattens/floods/parts the sea on a tile maybe all newspapers ready X hours thereafter have a chance to report on it.

Or perhaps if there was a massive slaughter on a tile the newspaper might report on that.

Or maybe there could be a building that allows characters to submit newspaper “articles” which again show up in the next X hours.

I have always wanted there to be an "obituary" section that reads off the last in-game death that occured.

NC (News Clash) sounds like a good idea. Other things the NPPs (or radios, etc.) could report is rare finds, tier-ups and similar uncommon occurrences.
