Gameplay: Banks allow footlocker access

Nexus has an ancient but still functional mechanic to set up a faction-independent stash basically anywhere. This has its own database table and isn't tied to banks, but we could put some in banks. You have to search the area to find the stash at first.

For the next patch, this ability has been restored and the process of adding new stashes has been made more practical. Happy hunting!
