Faction Chatbox requires 1 AP to chat, can't chat at 0 AP

Faction chatbox needs 1 AP to chat despite being a free action, just needs fix to not cost 1 AP and refund it

requires 1 ap to chat because if your sp is depleted then it costs 1 ap to chat like normal speech

i don't really care if people speech spam themselves into negatives and prefer administrative results so have !nixed ap req incorporated a nice little comparator that bypasses it if you have sp

but have also made fac announce stuff follow same logic (can do in negatives, if speech points then 0 ap) as a bonus
