Cloak of Winds Immanence Wind Speech Does Nothing

Ed Flume tried testing the flavor part of this skill with some factionmates. It sends a normal speech message if I'm exactly where they are (inside a building), but if I step outside or go one step away (both interior and exterior) no message is seen at all. The text also has no flavor, it's just a standard "say".
