I was fortunate enough to find a Sling (average) someone had just left lying around. Upon picking it up, it claimed to have 10 shots in it, i.e fully-loaded. I thought that was a real lucky break. Unfortunately after finding someone it would not appear in the attack dropdown at all and was thus unusable for combat. After a while I thought the ammunition count might be glitched so I unloaded it, but it correctly placed 10 Rock into my inventory. After reloading it, it was *still* not appearing in the attack dropdown, leading my general conclusion that this item has achieved sentience and is now rebelling against all those who would dare to call themselves their "master", to wield their power for evil.

Never mind, it just came auto-toggled to off for some reason and I didn't know this was a thing.

Tested it. Like I suspected it, if the weapon is turned off and dropped, it remains off when a new owner picks it up. If you however turn it off and give it to someone it gets turned back on.
Edit:
With Firearms I could see this as being intended behavior as people would put safeties on (turn the weapon off) before dropping them, but with everything else this seems like a bug.

This is fixed on dev (picking up an item sets it to "active" in your weapons list; you must turn it off).
