At this point in the breath I think it would be beneficial to encourage aggregation and have only few large factions (fighting each other). To achieve this I suggest creating bonuses that all members of the same faction share and that have a high(?) renown cost per day.
Example: for 10 renown/day you can have +1% search, +1% to hit or +1% defense. These can be combined and chosen separately, so you can pay 350 renown/day for +10% search, +15% to hit and +10% defense.
